Davenport, Iowa — The Scott County Board of Supervisors is set to hold a hearing Aug. 28 on the possible rezoning of some 318 acres of prime farmland in Walcott, Iowa, for the construction of a $1.5 billion nitrogen plant by Egypt’s Orascom Construction Industries (OCI). Last month, the local zoning board voted 6-1 against the rezoning (GM July 23, p. 1).
